The indigenous seamen are now allowed to leave the country by a special governmental decree during August 27, 2022, according to FleetMon.

It stated: “Ukrainian seamen are allowed to leave the country by a special governmental decree during Aug 27 government meeting, said Ukrainian premier Nickolay Shmygal. By this decree, effectively, Ukrainian sea labor from now on is excluded from obligatory nationwide mobilization, and nationwide ban (men only) on leaving country.

“All seaman has to do to claim his right to leave the country is sign-on contract. Cadets and students who must undergo sea practice and training, are also excluded from compulsory draft, and allowed to go abroad.

“Ukrainian Government understands the necessity of keeping Ukrainian seamen in on top positions in the list of most qualified, most wanted, maritime professionals in the world, not to mention money they bring to Ukraine, directly and indirectly.”
